Drink & Drugs in the Workplace

I was surprised both that this hadn't happened much earlier, and also by the reaction of some employees:

"Lloyd's of London calls time on drink and drugs"

"You're telling people they can't have a couple of pints at lunchtime," he says. "Lloyd's is a people business. We don't operate dangerous machinery."

What do you think about this? Sound like something from 'Mad Men'?

Also, whilst it's nevertheless typically accepted that drink and drugs don't have a place in the modern workplace, what's your opinion on their use by employees outside of work?

Should they be able to do what they want in their own time, as long as it doesn't bring the company into disrepute or affect their performance at work? Should it be managed in terms of performance, rather than by drug/alcohol testing?
